High Risk Plant Regulations

The Government is making slow progress on finalising the changes to the regulations under the Health and Safety at Work Act 2015: Better Regulation – Plant, Structures and Working at Heights.

The NZ Concrete Contractors Association (NZCCA) continues to monitor progress on the upcoming regulations which will see boom pumps being classified as High Risk Plant, requiring stringent record keeping and maintenance programmes. It may not just be boom pumps affected either, as the draft regulations also make recommendations on plant, mobile plant and digger/excavation machinery which will impact not only concrete pumpers, but almost all other concrete workers.

The latest communication we’ve had from Government was in May 2024 when we were advised that the regulations are on hold, pending a review and possible overhaul of the entire Health and Safety at Work Act 2015.
